A 21" is small as is a 22". If the pictures are right and it field dressed over 200" it should fit a 23-24. Here in kansas a 21" is about a 2 1/2 yr old with proper fleshing!!! Some 3 1/2 yr olds are that way also but remember ever taxidermist is different. I do all my own tanning and fleshing and shave mine as thin as possible. I never had anybody say that the neck is to big. I killed my buck on Oct.12 and he field dressed 185" and was a 3 1/2 yr old and it is going on a 23" tight MEARS form.
