I just stuff plastic burlap bags with rags, old clothes, linen, stuff like that. Once one bag starts falling apart I drop it in another one. I'm talking about the sort of sack grass seed comes in. Never had an arrow pass thru yet & iys about all I shoot besides a 3D target. Only downside is the arrows start to hang if you dont fluff it up once in awhile.
I made one of these last night and it works great. I took a grain feed sack from the local elevator and stuffed it with old t-shirts, shopping bags, pillows, and sleeping bags. I jammed everything in there as tight as I could and used a couple zip ties to tie the top of the bag closed. The arrows only penetrate a couple of inches. It works every bit as good as my Morrel bag target.
