These guys can ruin everybody else's hunting with their actions. Losing hunting privileges for life is exactly the right sentence. The question was "When will people learn?" They won't if thepenalties are too light.

If ahunter forgets his card or a hunter takes a few careful shots and hits the wrong animal, that is a mistake that should result in a small penalty. This was no mistake.
