If you are happy with your Ruger, that is all that matters. I have 3 that shoot very well. I think your gunsmith may be full of "poo poo".
Some of the most accurate barrels in the world are made by hammer forging. I have eight Ruger rifles, six No. 1's, a No.3, and an M77. Every one of these rifles has been capable of 1" or smaller (one shot 1/2") groups at 100 yards when purchased with nothing done but the addition of a telescopic sight.

There probably are some Ruger rifles that don't shoot as well, but I tend to believe a lot of the reports of inaccurate Ruger rifles are more due to poor shooters than poor rifles!

Typical 3-shot, 200 yard group, from my Ruger No. 1B 7mm Rem Mag., 175-grain Rem. PSPCL, 66 grains N205, MV 3070 FPS..... These early No. 1's had Douglas Premium Grade barrels.....
