Some friends have them or very similar shaker type gobble calls. One guy says he's really only gotten responses to his gobble call after making a few yelps on a mouth call. I guess the tom thinks another tom or jake is moving in on the hen.

Even they don't really use them too much. If the cap comes off the end they can make some weird noises in your vest if they get pushed or squished.
