Yep, they are typically the areas that guys just don't want to hunt because they don't believe there are deer in the area. Almost all of my hunting is done on property that is between an airport, a prison, and is surrounded by houses and bordered on oneside by the highway. My favorite part of this area is a piece of brush that is probablly less than an acre or two in size and sits right off the edge of a well traveled road. This patch of brush has a culvert ditch in it that has crab apples growing above it and the deer bed in that area. As far as potential for antler size goes, my game cam pics from this past season show just what these areas hold.

These pics are from a 100 acre patch of property that are between the above mentioned airport (south)and prison(north), the west side of the property has a highway and across the highway is a small tech. college as well as several business and the east side has a housing development.
