One last thought on the subject. State fish and game departments have full time biologists who review the deer population and they issue tags accordingly. In Montana growing up when the deer population got low from a couple bad winters they didn't issue any doe tags for several years. After the population got back up they started issuing doe tags again and before long the people that were willing to shoot does could get up to 7 doe tags counting special hunting areas were the deer were seriously over populated. Right now in Texas every hunting license sold has up to 5 doe tags (depending on which county you are hunting) and still many hunters think shooting a doe is beneath them and won't fill the tags. Pretty hard to control a population that way.
