You may look into military post. I know up here on ft hood civilians pay $100 post registration and they can hunt right here on federal land. I think there is some air force bases in San Antonio...might be able to hunt there, may be cheaper also. Public land is scarce in TX. Keep in mind you must have a hunters safety card to hunt on a federal installiation...doesnt matter what age you are. Just a thought...hope it helps.
