This has been discussed for weeks elsewhere. Haven't seen this take on it though, but no surprise there.

IIRC, the deer are far too numerous for the amount of habitat; some are infected with parasites; some are in poor shape and the PGC does not want them chased out of the fenced-in area and into the general deer population in the area...even if they could chase them out.
