Should be the first post on the top. Not a bad idea at all. The trick is to get the DNR and Law enforcement to give you their blessing, otherwise you wind up with rougue vigilantes with more good intentions than brain cells. I think it could work, but it would have to be on a local level with meetings, parameters set, and maybe a crash course in locale-specific laws.
