You need to do some soil samples first. Also, dig some holes with a post hole digger to a depth of about two feet. Check out what type of soil you have in the hole and the depth of each. Until you do this we cannot possibly give you any meaningful advise... Don't be in a hurry to fail!!! Depending on soil make up and pH values, you may not be able to plant a perennial forage until fall planting season, August 1 - September 15. Spring planting is traditionally March 20 - May 15. You may be able to plant some type of annual/soil builder during the waiting period. This may be worked up in the fall to do the fall planting.
