Depending on time of year you wanted to hunt, you can have pretty decent luck on public land, and there is a lot of it. Be cautious with what you lease, you may end up getting a piece of land that is not really big enough for more than a couple guys to hunt, because of the open areas vs. woods, and the shape of the land.
