Mossy,as long as you don't cut threw the bark you're OK. Screw in steps are illegal or climbers with blades that cut. But any climbers that grip are fine. I been using a loggy for 6-7 years. I've seen some manutactures that rate there stands for Pa safe. The law actually is for all of Pa. Even on private you have to have permission to use screw-in steps. Actually it's not a bad rule.
