Staggering - I see no reason to stagger the distance from the nock to the back of each vane. I would think the steering may become wobbly in flight. Placing each vane the same distance from the nock in your jig will balance the shaft better and keep it in flight straighter in my opinion.

The distance I use on my jig for blazer's is the last mark keeping it close the nock and as far back on the shaft as possible. My .02.
