RE: Fine for baiting ?
Depends on the state. I heard that in NY, at least in the NE Adirondacks, they weren't all that high on enforcing the ban--until the rise of chronic wasting disease. Then, they were after baiters with a vengeance. On opening day of the NZ rifle season, in the NE Adirondacks, they had a line on some guys who had been baiting their tree stands--they'd been watching them since August. So, the game wardens were in the tree stands at 3:30 AM, waiting. As the owners of said tree stands climbed the ladders to get into them, they were greeted with, "Game warden--you're under arrest!" Two of the guys nailed were/are prison guards at the NYS prison at Dannemora, too. Each of the offenders was fined $750, and told that if the bait piles weren't gone in three days, the fine would double--and the wardens checked the piles. Nailed 23 of them that day.
Your choice, but if the reason the game commission is clamping down is CWD, then you'd be doing all hunters in your state a favor by turning him in--anonymously, of course.
