Default Pruning apple trees

Can anyone give a little insight on the appropriate time and method to prune apple trees. I have heard that you want to cut them in the winter, but here in CEntral New York, while it is winter, the ground is not yet frozen. I imagine that the trees are dormant however. Is this a good time to prune, and if so, how much should be cut. I have a few wild apple trees that have never been prunes, and have stopped producing apples. Can the trees be fertilized in the spring if they have been pruned the previous winter? Thanks.
