Youalways find it hard to agree with anything that implies that the PGC does not walk on water so it is not suprising that you "find it hard to believe that it would work better than our system." Naturally, you offer no support.
If the reporting rate continues to fall and goes to 29%, would that be good enough for you? How about 9%? Do you have any limit before admitting that aPGC system has failed?
