"Hardwoods" said. ...."We didn't have to fill all of our tags."
That's very true, but the fact remains that the PGC didn't have to issue that many tags in areas that are decidedly lacking deer. Always remember that they manage these areas. If they issue too many tags that makes them directly responsible. If they issued too many tags it would imply that they mismanaged the resource. Frankly I have to thank you for making my (andUSP's) case.
It's a lot like your beer drinking habits. If you only have a six pack available, that's all you can drink. But should there be a full case, well then you have the ability to consume much more beer.
Now keep in mind that you've already made a signature statement regarding your affection for the brew.
"Beer is proof that GOD loves us and wants us to be happy."

"DougE", don't they bait the deer they capture for collaring? Perhaps thats how they captured 50 deer? Then again it could be that the deer saw the uniforms and willfully submitted.
Following that mentality, since there is no limit on how much beer you can buy, Anheiser Busch must be at fault for all the drunk driving accidents out there.
Since McDonalds will sell as many cheeseburgers as you want to buy, it must be their fault that Rosie ODonnell is so fat
Seriously Crazy Horse, how do you account for the fact that none of the collared deer were shot by hunters. I beleive that only one wastaken by a hunterlast year. Sounds like the hunters in that area arent effective for whatever reason.
