Even though OTC has been proposed, it needs to go through Legislature to happen. I would doubt that anyproposed changes will happen to the regs in 2007, but instead in 2008.The initial proposed changes haven't even been revised and proposed to legislation yet.
The NR OTCidea has had an overwelming negative response by both residents and Non-residents. Anyone who attended the KDWP Deer Task Committee meetings, could have came to the easy conclusion. Even Kansas outfitters, and the Kansas Outfitters Associationoppose NR OTC Tags.
NR OTC tags are the worst thing that could happen to Kansas hunting right now. The impact it will have on leasing, and hunting pressure will be detrimental. The prized Kansas trophy deer herd isn't nearly what it was 5-10 years ago. And the sad thing is, is that the future isn't looking an better. Kansas has fallen intoalegislative trap, and being managed for "political" reasons. The short term benefits won't come even close to the long term problems which will occur.

Seriously? Are you familiar with the KS mule deer herd size? Giving more Mule Deer tags out, on a short and delicate supply already would be extremely poor game management.
Again... some people only look at the short term benefits. Luckily the initial Proposed NR OTC tags, didn't include the western 1/3 of the state, which will still be draw either way.
