SOME ARKANSAS DEER POACHERS JUST DON'T LEARN
The old phrase ``well, he's not a rocket scientist'' might apply to both David Foret, West Memphis, AR and James Troy Williams of Marion, AR. The lure of trophy Illinois white tail deer was just too much for these Arkansas hunters, who routinely traveled to southern Illinois to kill (and poach) trophy bucks.
The investigation of Foret and Williams began in October 1998 when Illinois Conservation Police Officer (CPO) Kenny Moore received information that a group of Arkansas hunters had been spotlighting deer and shooting them with rifles at night. It was explained to CPO Moore that Foret had killed a nice 10 point Illinois white tail by this method.
It was only days later, before CPO Moore had made his first of a series of arrests of these poachers. Williams was caught late at night with an uncased rifle and spotlight inside the vehicle. As the officer was citing Williams for the violations, Foret pulled up to the officers' vehicle with an uncased bow, a violation of Illinois law. Foret was also cited by CPO Moore. This was the first of three arrests coming Foret's way over the next six weeks.
In November, CPO Moore had again located the Arkansas poachers back in Illinois and began to surveil the group. Foret's vehicle was parked near a barn in Pulaski County, IL, and it was decided that Sgt. Monte Burnham would surveil the vehicle until Foret returned. It was known that Foret did not possess any permits to hunt dear during this opening Illinois firearms season.
From the hayloft of the barn, Sgt. Burnham witnessed a pickup truck driving through the field in pursuit of several deer that had been feeding. Rifle shots were heard coming from the vehicle and the vehicle soon left. Instinct told Sgt. Burnham to remain in the barn until Foret returned. Several hours later, Foret returned to his truck and Sgt. Burnham was waiting for him.
Foret admitted to hunting deer without a valid permit and stated that he was inside the truck that was seen driving through the field earlier in the morning. Foret later produced a shotgun that he was hunting with and it was seized. Foret was once again cited by the officers.
CPO Moore also made contact with the other truck and once again it was Williams who was driving. Just like before, Williams had an uncased rifle laying on the floor of the truck. This was the second rifle seized from Williams in weeks and he was again charged by CPO Moore. CPO Moore, determined to prove the information that Foret had poached a deer earlier in October, requested assistance from SA Kevin Wood and SA Timothy Santel since it was likely that the trophy antlers were transported from Illinois to Arkansas.
With grand jury subpoenas in hand, SA Wood was able to convince the Arkansas poaching group that Foret needed to talk. Foret, while returning to Illinois to face the November charges, admitted to the Pulaski County States Attorney that he also illegally killed a trophy 10 point deer in Illinois and transported the antlers to Arkansas.
A negotiated plea agreement was reached and Foret pled guilty in State court to an additional two counts. Foret was fined $2,645 and lost a rifle and shotgun. The deer antlers were returned to the ILDNR. Foret and Williams will likely be revoked from hunting in Illinois for the next five years.
