That's when they move the most down here. We usually do our census on full moons, cause we see more deer then than any other time. Whoever told you they don't move on a bright night, is just "blow'in Smoke"

Of course, I'm in the south, so maybe in the north were there is more chance of wolves, or other meat eaters getting them that would keep them from wandering out.
