There is a Corps of Engineers ramp at the other end of the lake that charges a daily or annual fee.
The Nebraska ramp was built from a fund for access facilities funded solely by boater registration fees. I think non residents can buy an access permit without reregistering their boat. Check with the Pa fish and boat commission. I know I see a lot of Ohio boats in particular using that launch ramp.
