I'm pretty sure it's not a felony in Wisconsin. It's the law to keep your dogs on a leash though...with the exception being if you are bear hunting. Don't send them through my property.

You might want to check into that James! A neighbor kid was charged with 3 counts of felony cruelty to animals years ago for shooting 3 coon hounds which happened to belong to another neighbor. He still cant legally own a firearm today.
