2f APP is supposed to be the same as Black Powder or Pyrodex for strength. So the max charge should be the same as those two powders. Remember ... all rifles are not made alike. While some allow 120 grains of loose powder as a max charge others require 100 grains. Be sure to know your rifle. Also while some people shoot three 50 grain pellets in their rifles, look on a Hodgdon's site sometime and just look at what they consider the max load using pellets. It might surprise you.

But if your rifle says, 100 grains of loose black powder or Pyrodex is allowed. The same should hold true for APP 2f. When shooting 3f, they suggest cutting your loads back as much as 15%.
