Depends on the use. Are you putting a scope on the 7400? Does the 700 have open sites (I don't think they do)? are you going to be shooting longer distances where accuracy will be critical? What will you be hunting?
The auto is better for short distance where a quick follow up shot may be needed. The bolt is better for longer distance where solid lockup and a higher level of accuracy may be needed. If you're shooting big game on the ground, an auto should never be used because of the less dependable gas ejecting system as opposed to the dependable bolt extraction/ejection features.............and on and on and on. They each have their plus/delta features. It depends more on what you'll be doing with the rifle and what you'll expect to acomplish with it.
