I start using freshly collected doe urine as a cover scent during bow-season. I use fresh buck urine when I start seeing prerut scrapes , I make mock scrapes and activate other scrapes with the buck urine. I use freshly collected does estrous urine on drag rags and unscented tampons as soon as I see that the bucks are out of their batchelor groups.
Remember, bucks are " open for business" as soon as they shed their velvet. They just hang around waiting for the does to start their estrous cycles.
