Actually, it was right there in the article. Here it is again, and I'll try to make it stand out a little better...

Note: the DMU goals are in raw numbers of deer per square mile, NOT buck-doe ratios or some other criteria.

A DMU shall have a Zone T Herd-Control Season if it expected that the unit deer herd cannot be brought to within 20% of goal in one year with the regular season framework."</font id=blue>
