If Cujo shoots a bow as well as he makes them, I would say he is a deadly shooter. The only way I can see it working is if the feather is the cock feather/vane and the vanes are the hen feathers/vanes, and the cock feather is turned in towards the window. Otherwise, the vanes would make too much contact with the shelf/window.
