I had a problem with my Simmons 3x9 too.
It wasn't consistently shooting to one spot. It was all over the place. at 50 yards, I could keep better groups with open sights.
The problem was a loose reticle. It would shift slightly with each shot and I got terrible groups. I'm no bench competitor, but the resulting groups were well below my abilites.
Fortunately, my scope was only on my Ruger 10/22 and never used for hunting. Great little gun, and the scope has been fine ever since I got it fixed.
THE GOOD NEWS: Simmons fixed it for free. Actually, I sent it back to the gun shop and they paid for all of the shipping, but I do believe it was Simmons who ate the repair costs.
