Saddley up in Cody,Wyoming where my freinds granpa owns land, this is all to true. A coupple years ago my freinds dad went up there to hunt mulies and a young, nice framed 4x4(has to have at least 4 points on one antler to be a legal deer) came out in the feild and he was about to kill it but decided to let it go to get bigger(it would have been huge in a year or two). So they went to lunch and were outragged when they came back to see some guy and his buddie that had shot that deer on his PRIVET PROPERTY. So they called the G&F and after it went through the court and it was all done the pochers got the deer and were off free to go. This may sound unreal but it is TRUE. So now that is the policy up there, with only a one or two week huntin season(half of it you can shoot does for the meat hunters) you can hear at least 20 to 60 shots a day, now I don't think that all of them are deer dropping but you can get my point.
