California does....with lights too. Different parts of the state have different rules. For the most part of night hunting in CA, one can use any self contained light that doesn't go over 9 volts. Candle power doesnt matter. It's the voltage. That's fine for me, because my lights run on a 6 volt rechargable system.

Other big part of the state, one can use any light, including bright spot lights connected to a vehicle. As long as the motor is turned off and one is standing outside of the vehicle. Some say, "that stinks" but when calling in varmints at night, it works out fine. You just move the truck ever 15-30min after calling in one spot. I've gotten several bobcats and coyotes that way.

Red lenses are okay too.
