I know the guy real well and I found out about it because he told me the state wants to buy it from him. I then told him if it fell thru I would be interested in it.

why does the state want to buy it? if they want it bad enough, they just take it via eminent domain. just cause your buddy negoatiates with them, and those negoatiations fall through, doen't mean they're done. the state will usually negotiate, and if that don't work take it as a last resort. you could be looking at a whole peck of trouble, there my friend. get more details.
