The most hunted area with a good chance of getting a animal is Units 23,24,25, and 12. Its the area around White River National Forest. There are over-the-counter bull tags and lots of roads but there are also lots of hunters. If a any bull is what your after thats a good place because theres a lot of animals around there. If you think you can hunt elk with a bow it would be a little better because of the longer season and the weather for a first timer. I like to hunt the rifle seasons and this year the third season should be the best if some weather moves in. Second rifle season has a full moon in the middle of the week so I would so home for that season. ATVs are not allowed off trails and roads in most areas so I dont know how much they will help you. All you really need to do is get about 2-3 mile away from the road early in the morning before light and get high to glass. Call if you want and maybe I can point you in a good area.
