i talked to a dow officer and he said that when an animal is taken in a unit and tests positive, they label that unit CWD and anyone hunting that area can bring in the head and have it tested for cwd. If it tests positive they will issue the hunter a new deer/elk tag for what ever season he wants and let him take another. Personally i dont think cwd is as bad as people make it out to be.
