RE: Need help with my Rem 700 again!
I had the same kind of trouble with my 700,I tried every type of bullet sabot powder I could get my hands on. The last thing I suspected was the scope, it was a brand new B&L 3000, I took it off and tried a different scope, the gun shoots 1 inch groups. I sent the scope to the factory and it came back with a note that the windage adjustment was as far as it could go and the scope needed shims. I mounted the scope on a friends 30.06 and it worked fine so I sold it to him. I would try a different scope before you give up on the gun.
