i don't know who made it, but you can't make mathews cables to advertised lengths. they have to be made on avg 1/4" short - but on some bows a full inch short for the bow to reach poundage and specs. generally if you twist a cable too much the yoke will start twisting, and if it gets less than 4" from the axle its too much.
