In additition to checking the state regs for what species are legal, there may be site specific rules too that do not allow bowfishing in certain areas, usually because of dense human population. Around here, all you need is a fishing license once you find a place.
Try patrolling the shallows where the fish are likely to be closer to the surface. Using some lights at nighttime might help you out. Don't forget feeder creeks, backwaters,and ditches. Carp are everywhere.
Make sure you invest in some polarized glasses too.
