Am I understanding this right,that you have to buy a$365 lottery application/permit before you can even get selected to hunt w/ archery equipment?What happens if you get rejected?Do you get your money back?

This goes for all public land (National Forest,WMA's)..also?

Down here we don't have to buy a license before we put in for a quota,and we can hunt public land as long as it is open without having to be drawn for a lottery,so please overlook me.[8D]Thanks for any help.
