I think you misinterpret what a draw lock does. It doesn't increase arrow speed but simply locks an existing compound at full draw. This is an illegal weapon in PA even for handicap persons allow to use crossbows. In my opinion the draw lock takes a compound and turns it into a vertical crossbow.

I take the same position I take for crossbows. A great tool for handicapped persons but a pathetic attempt at archery by healthy individuals capable of pulling and shooting a bow.
