Read on the form 4473 that if he was pardoned in the jurisdiction where crime was committed and his rights have been restored then he would answer the question --have you ever been convicted to a felony--answer it no. So I assume that he should be able to buy a firearm. Sure is a lot of fine print in all that stuff.
