I wouldn't say that the Feds are putting their foot down when it comes to illegal immigration. Bush is taking abig business approach and supporting a guest worker program. Essentially, if illegal immigrants pay a fine, take some tests and enteronto a waiting list, then they will be granted citizenship.Republicans in the Senate seem to agree with Bush. Republicans in the House of Representatives disagree and want to criminalize illegal immigration, in other words, illegal immigrants could be deportedor subject to criminal penalties.
