I am no expert, personal computers weren't even created when I graduated college, but it might be the web browser. Some of them or the internet servers block some IPs and stuff. There are many things I cant access on government because of limited software. Some open and all kooky looking. Comes down to the network system, or provider or programs inside like yahoo or hotmail that block things or updates that do automatically.
