First off they were probably grey fox there are no silver fox in the wild in PA. Bcak to your question you do not need to tag it and all you must have during legal hunting hours is a valid tag buck or doe. Its after legal hours that things get sticky if you come out in the dark then you MUST have a furtakers license and be wearing orange.
