I adjusted it all the way down, and it still was 3.5 lbs.
If that was the case, then you had one of the only Accutriggers I have heard of with that problem. Savage would be happy to replace any accutrigger that operated in manner.
(Of course the reality is, all that would need to be done is shorting the tension spring slightly)

The accutrigger on my Savage 10ml settles at around 2-3/4 on the low end without any modifications whatsoever. This is right in line with the advertised approximate value.

"In centerfire hunting models, muzzleloaders, the Model 40 Varmint Hunter, and most rimfire models, the AccuTriggerâ„¢ is adjustable from approximately 2 1/2 to 6 lbs. In the 12 Series Varmint and Law Enforcement Series, the AccuTrigger is adjustable from approximately 1 1/2 lbs to 6 lbs."
