Instruction for building box traps could be handed out to cub scouts, boy scouts, 4-H, sportsmens clubs, etc... Or interested parties could just buy them
Rob I guess you missed this part...He's talking about allowing people and clubs to do this not the PGC.

What are your suggestions for change?
