It can't. The arrow already starts above eye level.....If it's "dead on" at 25 yards, you are going to be shooting high at 10, not low. Unless you are shooting like.....straight up or something. He may have made an honest wording mistake here.

Every arrow I've ever shot gets closer to the ground the farther out it goes.....
