stealthy I have never heard of a reg written that way, I am surprised there is no minimum cutting diameter, and barbs? I know what a barb is on a hook, what the heck is a barb on an arrow?

I really shouldn't say anything about weird regs though, in Va. your bow must be able to shoot a broadhead 125 yards? I have no idea how few pounds of draw weight you could have to shoot a broadhead that far, but I doubt if I would hunt with one that was only capable of shooting that far.
