Here is a quote about what a Host Hunter can do:"...may host a maximum of two (2) hunters/year, either no-residents (Canadian), Non-resident Alien or a combination thereof. If hosting 2 Non-resident Aliens, at least 1 must be a relative.

I take that to mean that 1 must be a relative of the Host Hunter. Though one might think that if 1 of the Non-residents is a relative of the other it would be ok. However the Host Hunter has to fill out some paper to get licenses for the hunters and it would come out that he was or was not a relative to the non-res. alien.

So it could take three Host hunters to host three Non-resident Aliens.
