Layers are the key. I have found that those "Lycra" stretch pants that you see runners/aerobics people wear are a good base layer (kinda funny looking but keep you warm and wick moisture away). Next, I found a set of Expedition Weight Thermals at Dick's Sporting Goods for $40-50 to wear over the Lycra....after that, you decide what will be most comfortable. I Picked up a great Walls 1 piece camo suit for $99 that I wear as my outermost layer when its really cold. I have found that 3-4 layers of thinner clothing keeps me warmer than 2-3 of thicker clothes. Don't go and spend a lot of $$$$- buy smart and you can do it for around $200-300.
