Do the binary cams of an Allegiance have a stop that can be adjusted giving an inch leeway in drawlength?

Also, is there leeway of approx 2 lbs.drawweight when a bow is maxed out on drawlength? ie.. 60-70# bow backed all the way downto 60# and maxed out on drawlength so it's shooting 58#?
